江(進祥)的事件被朋友貼到網(wǎng)上之后，很快就成了一個熱門話題。他因為連續(xù)九年“吃空餉”而被評為“史上最牛公務(wù)員”。

上面報道中的freeloading就是指“吃空餉”，是指不上班但是照常領(lǐng)工資的行為。吃空餉是一種abuse of public resources(濫用公共資源)行為，其實質(zhì)是power abusiveness(權(quán)力失范)。對該事件，江回應(yīng)稱自己九年來不上班是因為一直在on suspension(停職檢查)中，而龍巖市建設(shè)局局長則聲稱發(fā)工資是考慮到江的domestic difficulties(家庭困難)。

Freeload意為“吃白食，不勞而獲”，名詞freeloader則是“吃白食的人”，例如不裝寬帶，偷用別人無線網(wǎng)絡(luò)信號的wi-fi freeloader(蹭網(wǎng)族)。類似的說法還有free rider(免費搭車者)，指不付成本而坐享他人之利的人。
